WHEREAS, in order to make it more convenient for voters to vote and to facilitate the efficient administration of the election process; and WHEREAS, in the furtherance of the aforementioned objectives it is necessary to change the existing precincts within the City of Huntsville and to change the places of holding elections in certain of the precincts within the City of Huntsville, Alabama; and
