WHEREAS, the City of Huntsville has a continued interest in protecting the safety and welfare of citizens, and preserving the peaceful existence afforded all citizens; and
WHEREAS, motor vehicles with amplified and unreasonable sound created by altered and modified mufflers create an unnecessary and dangerous distraction for the traveling public, and unnecessarily disturb citizens at home and at work; and
