MONTGOMERY, Ala. — Alabama is once again proving that it’s open for business. Governor Kay Ivey announced Wednesday that the state has been ranked among the nation’s Top 10 States for Doing Business, according to the 2025 report released by Area Development magazine.
The annual survey placed Alabama at No. 8 overall, spotlighting the state’s strong economy, low taxes, and pro-growth policies that continue to attract major industries and investment from across the globe.
“Alabama’s high ranking in this respected national survey confirms what we already know: Our state is open for business and built for success,” Governor Ivey said. “By keeping taxes low, cutting red tape, and investing in our people and infrastructure, we’ve created an environment where companies can thrive and communities can grow.”
Top Rankings in Key Categories
Alabama earned No. 1 in the nation for Favorable Property Tax, reflecting one of the lowest property tax burdens in America. The state also ranked in the top 10 in eight additional categories, including:
- No. 3 — Overall Cost of Doing Business
- No. 3 — Favorable Regulatory Framework
- No. 4 — Business Incentives Programs
- No. 6 — Cooperative Local and State Government
- No. 6 — Site Readiness Programs
- No. 7 — Workforce Training Programs
- No. 7 — Availability of Sites
- No. 9 — Energy Cost
Commerce Secretary Ellen McNair said the rankings reflect years of commitment to competitiveness.
“From our incentives to our workforce training programs, Alabama continues to prove that we’re not just participating in the race for growth — we’re leading it,” McNair said.
Economic Momentum Across the State
The report credits Alabama’s rise to an evolving strategy focused on workforce pipelines, power infrastructure, and execution speed in landing projects. In September 2025 alone, new industrial developments announced statewide are expected to generate nearly $2 billion in capital investment.
Governor Ivey said those results demonstrate that Alabama is ready for the future.
